TAXIWAY IMPROVEMENTS PROJECT – AGREEMENT WITH SAN JOSE WATER COMPANY
Approval of an agreement with San Jose Water Company for relocation of existing water facilities for the Norman Y. Mineta San José International Airport - Cargo Ramp Security and Taxiway Improvements Project for a total amount not to exceed $321,090.

BACKGROUND
On June 17, 2003, Council awarded a
construction contract to R & L Brosamer, Inc. for the Norman Y. Mineta San José
International Airport – Cargo Ramp Security and Taxiway
Improvements (CRSTI) Project in the amount of $9,664,860. The cost of this agreement is included as an
allowance paid by the City to R & L Brosamer under the construction contract
for the CRSTI project.
The CRSTI Project will construct taxiway and
aircraft parking ramp areas in the southeast and northeast areas of the
airfield, as well as an extension of Taxiway “Z” to the south. The taxiway extension conflicts with an existing
12-inch diameter water line owned and operated by the San Jose Water
Company. The San Jose Water Company
requested that the line be relocated to resolve the conflict.
Under this agreement, the San Jose Water Company
will be paid by R & L Brosamer for costs necessary to construct 740 feet of
12-inch diameter water line in Airport Boulevard around the southeast corner of
the Airport (see attached map) and to retire 380 feet of water line located in
the airfield. R & L Brosamer will
be responsible to coordinate the scheduling of work by the San Jose Water
Company with the work on the CRSTI Project.

The San José Municipal Code requires that capital projects at the Airport be consistent with the adopted Airport Master Plan. The Taxiway Z Extension is explicitly identified as a part of "Project A-28,” the Interim North Cargo Ramp Extension is explicitly identified as a part of "Project C-1,” and the Interim Southeast Cargo Ramp is a related component of the Central Terminal construction program (amended "Project T-5"). The overall project is therefore consistent with the adopted Airport Master Plan pursuant to Municipal Code Sections 25.04.210(B)(1) and 25.04.210(B)(2).
COORDINATION
This agreement and memo have been coordinated with the Airport Department, City Manager’s Budget Office and City Attorney's Office.
COST IMPLICATIONS
As discussed above, funding for this agreement with the San Jose Water Company is included as an allowance paid by the City to R & L Brosamer under the construction contract for the CRSTI project. This construction contract was awarded on June 17, 2003.
