SUBJECT:  PACIFIC GAS & ELECTRIC COMPANY AGREEMENT FOR KING ROAD UNDERGROUND UTILITY DISTRICT

RECOMMENDATION

 

Approval of two agreements with Pacific Gas & Electric Company for conversion of overhead facilities to underground facilities within the:

 

A.     Rule 20B Underground Utility District at King Road, from Story Road to Marsh Street, in the amount of $351,098.

B.     Rule 20C Undergrounding Project at King Road from Story Road to Lido Way including Lido Way from King Road to Tennyson Lane, in the amount of $274,563.

BACKGROUND

 

In June 1989, Council adopted an ordinance establishing the In-Lieu Utility Undergrounding Fee Program (Rule 20B).  Under Rule 20B, the Public Agency requesting the undergrounding provides the majority of the funding for the project.

 

The Redevelopment Agency has requested Public Works’ participation in a Rule 20B undergrounding utility project in conjunction with their King/Story Road Street and Sidewalk Improvement Project.  Under Pacific Gas & Electric Company’s Rule 20B, when an underground utility district is created, the requesting agency provides substructure, conduits, and utility boxes and the participating utilities (PG&E, Pacific Bell, AT&T Broadband) provide at their own cost all required transformers, meters, wires and cables.

 

On June 12, 2001, Council approved an ordinance establishing an Underground Utility District at King Road Underground District. The Redevelopment Agency is providing funds for this undergrounding project on King Road, from Story Road to Marsh Street.

 

Additionally, undergrounding work on King Road from Story Road to Lido Way and on Lido Way from King Road to Tennyson Lane will be completed under Rule 20C to complement the SJRA’s Streetscape Project.  PG&E’s Rule 20C allows for undergrounding of overhead utilities when either the Rule 20A or 20B qualifying criteria is not met.  Under PG&E’s Rule 20C, the requesting applicant provides substructure, conduits, utility boxes, transformers, wires and cables.  The Redevelopment Agency is also providing funds for the Rule 20C portion of the undergrounding project.

 

The Redevelopment Agency’s King/Story Road Street and Sidewalk Improvement Project includes roadway widening, realignment changes, sidewalk and storm drain improvements, and street lighting revisions along King Road from Lido Way to Marsh Street and on Lido Way from King Road to Tennyson Lane.  Additionally, the Redevelopment Agency’s project includes traffic signal modification at King and Story Road, and landscape improvements along the project boundary.

 

 

ANALYSIS

 

The Rule 20B portion of the project includes the conversion of approximately 840 linear feet of aerial facilities to underground facilities along King Road from Story Road to Marsh Street.  Approval of these agreements will provide PG&E with funds to complete installing trench, conduit, cable and electrical facilities and removing existing overhead wires and poles.  The undergrounding is scheduled to begin in August with completion in November.

 

Six properties adjacent to the approved District are currently provided overhead service from the facilities to be removed.  One of the properties, a small business, is currently provided utility service from overhead facilities to be undergrounded, can have its service point relocated outside the District at no cost to the property owner.  Two properties, also small businesses, will be required to complete the electrical conversion work necessary to receive service from the new underground system.  The electrical conversion work for these two properties will be funded and coordinated by the Redevelopment Agency.  The remaining three properties are currently being provided with utility service from outside the proposed District boundary and will not be affected by this project.

 

The Rule 20C portion of the undergrounding project includes the conversion of approximately 700 linear feet of aerial facilities to underground facilities along King Road from Story Road to Lido Way and as well as on Lido Way from King Road to Tennyson Lane.  Five properties are currently being provided overhead service from the facilities to be removed (see Attachment A).  All five properties will require electrical conversion work necessary to receive service from the new underground system.  The electrical conversion work for these properties will be funded and coordinated by the Redevelopment Agency.

 

The undergrounding of existing utilities and removal of utility poles will allow for successful roadway widening and streetscape improvements along King Road from Lido Way to Marsh Street, including Lido Way.  This project provides for undergrounding and removal of poles that otherwise would have been relocated to accommodate roadway improvements.

 

PUBLIC OUTREACH

A public hearing was held on June 12, 2001, to establish the Underground Utility District.  On July 27, 2001, a notice of establishment was sent to all property owners and occupants notifying them of the Underground District.  PG&E will be notifying all property owners and occupants adjacent to the Underground District of construction start date, project duration and pertinent emergency contact information.

 

 

COORDINATION

 

The establishment of this District and the proposed project schedule have been coordinated with PG&E, Pacific Bell, and AT&T Broadband.  The establishment of this District and the format of this agreement have been coordinated with the City Attorney’s Office and Redevelopment Agency.
