Subject:  KING ROAD BRIDGE AT PENITENCIA CREEK PROJECT

RECOMMENDATION

 

Approval of the second amendment to the agreement with Creegan + D’Angelo for consultant services for the King Road Bridge at Penitencia Creek Project, expanding the scope of the services at an additional cost of $143,600, for a total agreement amount of $432,500.

BACKGROUND

 

The existing two-lane King Road Bridge at Penitencia Creek is a roadway bottleneck that causes traffic congestion (map attached).  Public Works Department staff is presently designing a four-lane bridge that will replace the existing bridge and construct sidewalks on both sides of the structure.  Once completed, the new bridge will improve traffic capacity and enhance safety.

On June 8, 1999, Council approved a consultant agreement with Creegan + D’Angelo for design and construction support services for the project in the amount of $288,900. On December 18, 2001,  Council approved the first amendment to the agreement that extended the term through December 31, 2003 at no additional cost to the City.

 

Since then, the Department of Parks, Recreation and Neighborhood Services (PRNS) requested additional work to be incorporated into the design and installation of a traffic signal approximately 250 feet south of the new bridge for an equestrian crossing.  This crossing will serve as a crucial link in the future equestrian trail along the south side of Penitencia Creek.  PRNS will fund the additional cost for the design and construction of this crossing. The Department of Transportation also requested a new traffic signal at the intersection of King Road and Commodore Drive.   Additionally, staff recommends adding to the consultant’s scope of services roadway design work for the widening of King Road between Berryessa Road and Commodore Drive.  This segment of King Road was originally scheduled to be widened after the completion of the bridge project.  Staff believes that combining the bridge and roadway improvements into a single project will minimize impacts to the adjacent community.

ANALYSIS

 

This second amendment to the agreement will modify the consultant’s original scope of services to include the additional work described above.

 

The consultant will prepare the plans, specifications, and cost estimates for the proposed signalized equestrian crossing, the construction of the traffic signal at King Road and Commodore Drive, the traffic signal modification at King Road and Berryessa Road, and the widening of King Road between Berryessa Road and Commodore Drive.

 

This amendment will not delay the design and construction of the project.  This project is scheduled to be awarded in March 2003 with construction scheduled to begin  in early May with completion in late December 2003.

This second amendment to the agreement and memo has been coordinated with the Offices of the City Attorney and  Risk Manager  and the Departments of Parks, Recreation and Neighborhood Services and Transportation.
