ADOPTION OF AN APPROPRIATION ORDINANCE AMMENDMENT
IN THE PARK TRUST FUND FOR THE WINFIELD PARK PROJECT IN CONJUNCTION WITH THE
GUADALUPE RIVER SOUTH TRAIL WITH A NET IMPACT TO THE FUND OF $380,000.

It is recommended that the City Council adopt the following Appropriation Ordinance amendments in the Park Trust Fund:
1. Establish an appropriation for
the Winfield Park Project for $380,000.
2. Decrease the Reserve: Future PDO/PIFP Project by $380,000.
BACKGROUND
On April 30, 2002, the City Council authorized the City Manager to submit a revised application to the State Resources Agency for a grant of $730,000 to fund the acquisition of land from the Valley Transportation Agency (VTA) to allow future development of the Guadalupe River South Trail. The Council also approved the submittal of a grant application of $1,200,000 to fund the development of Reach 12 of the Guadalupe River South Trail.
ANALYSIS
Parks, Recreation and Neighborhood Services and Public Works Real Estate staff have identified an acquisition cost for the VTA parcel of $1,105,000 plus $5,000 closing costs. As stated above $730,000 for the acquisition has been obtained through a State grant. In order to make up the $380,000 shortfall, PRNS is recommending the allocation of Parkland Dedication Ordinance (PDO) fees from an adjacent development. The contributing project site is located at the southeast corner of Winfield Boulevard and Chynoweth Avenue, directly across from the proposed acquisition.
This appropriation action is requested in June to allow Real Estate to deposit funds into escrow along with the State grant funds of $730,000 prior to the end of the fiscal year.
